BERLIN — For most of her tenure as European commissioner for digital policies, Neelie Kroes has been a stark contrast to her predecessor, the former journalist Vivian Reding, who delivered the European Union’s retail price caps on mobile roaming fees. Ms. Reding, a Luxembourg native, was never averse to using all the levers at her disposal when appeals for compromise — whether on price caps or lawsuits against E.U. countries — went unheeded.
