Space Act: Simplicity and competitiveness must guide EU rules, says Donazzan

Today in the Committee on Industry, Research and Energy (ITRE), ECR rapporteur Elena Donazzan presented her draft report on the proposed EU Space Act, marking an early step in shaping a common European framework for space activities.

The proposal aims to address fragmentation between national systems while strengthening safety, resilience and sustainability across the sector, with a view to building a genuine single market for space.

Presenting her approach, Donazzan underlined the importance of combining regulatory ambition with simplicity and coherence, in order to ensure that the future framework supports Europe’s space ecosystem.

Speaking after the committee meeting, Elena Donazzan said:

“The objective of establishing common European rules for space activities is both legitimate and necessary. At the same time, the success of this framework will depend on its ability to remain simple, coherent and proportionate.”

In her work on the report, Donazzan aims to place particular emphasis on the need to streamline authorisation procedures, especially for companies operating across borders.

She also highlights the growing diversity of the European space sector, where SMEs, small mid-caps and research actors play an increasingly central role in driving innovation.

Elena Donazzan said:

“Europe’s space ecosystem has evolved significantly. The regulatory framework must reflect this diversity and ensure that obligations are proportionate to the scale and risk of each activity.”

Donazzan also stresses the importance of building on existing standards and ensuring coherence with current European and national legislation, in order to provide legal clarity and avoid duplication.

She said:

“A simplified and well-calibrated framework will not only enhance safety and sustainability, but also strengthen Europe’s competitiveness in an increasingly strategic global sector.”

The Committee will now proceed with its deliberations.
