UK Cases and Testimony on Freedom of Speech

On Thursday, ECR MEP and President of the ECR Working Group on Freedom of Speech, Stephen Bartulica, will host an event examining recent UK cases related to restrictions on public expression, including testimony from affected individuals.

The discussion will focus in particular on the introduction of buffer zones around abortion clinics and their implications for fundamental rights. A central case is the ongoing prosecution of Isabel Vaughan-Spruce, which represents the first major test under the UK’s national buffer zone legislation (Public Order Act 2023). Vaughan-Spruce is a long-standing charity volunteer who has supported women facing crisis pregnancies for over twenty years.

The session will explore how buffer zone laws are increasingly being used to restrict peaceful activities such as silent prayer and expressions of conscience in public spaces, raising broader concerns about the protection of freedom of expression, thought, and religion across the European Union.

• 10:10 – 10:40 Guest testimony – Isabel Vaughan-Spruce, charity volunteer and Director of UK March for Life (30 minutes) Personal account of repeated arrests for silent prayer, acquittal, police compensation, and current criminal charges (trial scheduled for October 2026)
